Well, it's probably easier to say yes :D but...
I used 3d model of the Pontiac GTO, but the model I found was so bad that instead of fixing normals etc, for me was faster to draw lighting, reflections, raindrops, etc. by hand
Rims is also overpainted 3d, trying to draw by myself was not the best idea.
So, buildings, palm trees, brick and concrete walls (apart from things on them) with a road under the character, just processed/overpainted textures
Plus the grain and subtle VHS effects over the pretty perverted bokeh algorithm
But the character with everything else is drawn by hand and from scratch
