apparently, according to a few lines he says in the game, he was the cutest kid on the block when he was a babby, so i tried to draw him looking like a cute kid. dunno if i succeeded.

not quite. o: rebirth's been out for a REALLY long time, but it was never localized in english, so it hasn't gotten a whole lot of attention outside of japan. there's both a PS2 version and a PSP version, and the characters have appeared in a few of the escort titles as well.
eugene and annie are two characters from tales of rebirth who appeared in tales of the world: radiant mythology, a tales game that WAS localized. so eugene and annie are more well-known than some of the other characters.
veigue, the main protagonist of ToR, is also sort of infamous in some circles due to his habit of screaming "CLAAAAIIIRE" (or KUREAAAA in its literal pronunciation from kana). it's a lot more exaggerated in the "special contents" gaiden shorts, though, such as the "viva! tales of" series.

sadly, PS2s are region-locked. D: so, yes, you'd ultimately need an asian PS2. i have the game on my PSP (and psps are region-free, yay!) and i've already seen an entire translated plot walkthrough on youtube. in fact...
http://www.youtube.com/user/lanyn <-- her channel, if you're interested, houses the walkthrough. she also provides helpful translation notes along the way. it's a great game with a great story, but if you don't want to deal with the hassle of figuring out the battle system (and ToR's battle system is REALLY weird in comparison to most tales games, trust me on this) and reading a translated script all the way through while you're playing, this is definitely a good alternative to playing it yourself.

sadly, all the DS titles are japan-only. BUT!! the tales of innocence fan-translation patch came out just recently, and that's worth looking into, since ToI is pretty baller: http://www.absolutezerotranslations.com/innocence/
you'd need a DS emulator or a flashcart to really play it, though, since you can't just patch the cartridge itself.
the only other english-localized ps2 title would be legendia, and your mileage may vary on how worthwhile that one is. personally, i LOVE legendia, but, like tales of the tempest, it's looked at as one of the "lesser" tales games by many longtime fans. what i will say about ToL is that it has a truly INCREDIBLE soundtrack, and hands-down THE best in the series. i think most people, tales fan or not, will agree with me on that one.
destiny and eternia (though it's erroneously titled tales of destiny II in the states) are floating around for PSX, but they're a little dated. xD; they'd play a lot more like phantasia, especially destiny. both had remarkably little effort put into their localizations, but they're still good. destiny has seen multiple PS2 remakes, but sadly, they've never been localized. damn you, namdai.
