It's not really feasible to produce enough clothing for girls her size, so she and those like have to make due with whatever they can scrounge and craft. Theatre curtains, boat sails, trailer tarp, circus tents, etc. can all be repurposed for coverage.
True, it's easier and more comfortable to just be nude all the time, but sometimes clothing has its uses.
