Unlike the other subspecies of the kig-yar skirmishers are less greedy and were used to stop Jackal Pirates as one of the ranks from Reach is the rank of the elite skirmishers that dealt with Jackal pirate even though you don't see any them after Reach they still exists in the books and comics so it would not be far fetched to see them return with the other supspecies in the new game
