Looking at this reminds me of when she briefly was mutated I to a turtle in Ninja turtles Adventures(the Archie comic) annual it was for one story and she wore a white mask, also had a sharper beak and claws. In the normal issues she just learned ninjutsu from Splinter after she got sick of bing the damsel in distress.
This art is intresting though oddly all offical Female Turtle mutants have been bald!

My favorite was Ninjara who appeared in the Archie comics, she wasn't in any nother turtles media(the artist who created her for Archie kept her copyright for himself) though strictly speaking she wasn't a mutant. In the same continuity he even married a diffrent canine woman though they never specified if she was a mutant or not.
