You know what's great about Casper the Friendly Ghost? No matter how many times he meets extraterrestrials, he acts as startled by their existence as if it were his first encounter.
Though in this case it's not actually an extraterrestrial. The scaly humanoid in shorts is from Centerland, the kingdom at the center of the Earth, and Casper ended up there rescuing a disguised Centerlandian prince from an evil sea cruise and you know, these kinds of things just happen. Unfortunately I don't have original publication information, but the story --- 'The Prize (part 1)/Journey's End (part 2)' --- was reprinted in American Mythology's 2018 Casper the Friendly Ghost Classics.
Original art by Warren Kremer, I can say with confidence. I reduced the number of Centerlandians because I didn't want to spend that much time drawing and that's why the Centerlandian isn't looking at Casper, because the ghost was less interesting than the friend he'd gone out to rescue. The background is the Centerlandian submarine and one of those great 70s vintage counter-filling computers. I meant to draw it loose and I suspect it needed more characters in front for that not to look sloppy.
