Actually the gang that tormented Gabe and his brother consisted of multiple species. The gang had twelve members. 5 cats (Jax, Rico, Drake, Jacob, and Ryan), 3 wolverines (Thorn, Mika, and Penta), 2 bears (Jack and Gavin), and 2 skunks (Saber and Hex).
As for why Phantom made the offer that he did, he wasn't exactly the same gentleman he is now. He had darker motives in the past, maybe not all of them were his, but he acted on them.

Stinky: Awww. ;-; And purple boi helps turn him around. ^_^

Stella: Not skunks! ;-; Though I do like the diversity. Heh. Less racism than in the kingdoms. XD Maybe? XD

There's still a little racism where Gabe was born (even fictional worlds have their own brand of it), but yes, it isn't as bad as where the kingdoms are. It also certainly took a long, looooong time for him and Phantom to even consider themselves lovers after the death of Velvet (definitely not when they first met either since Gabe tried to kill him after becoming a demon). But they got to where they are now after it all ^_^
