Empire shows up with a star destroyer, says you're gonna join the empire, Nokeans are like 'nope'. They try and force the issue, anyone planetside will quickly be overwhelmed, and any survivors are pointed out that this is a 'BAD IDEA' tm. If Empire REALLY tries pushing the issue, and bombards Nokea, the whole planet starts pulling plant force shit, launching spores that hit the ship, and then start growing mega aggressively in the ship and take it completely over.
Now... say they have something Death Star capable...then it gets INTERESTING.

They're not the type to use spore like weapony. They 'do' however, have defensive sattelite moons called battle moons, equipped with their weaponry to dissuade from unauthorized airspace occupation. So in order to bombard, they have to get through the battlemoons first.
In regards to a Death Star capable weapon, because they already showed their hand in destroying Alderaan (and it wasn't used/built before that time), they already forced their hand, so anything Imperial would be considered a threat unless convinced otherwise.

For Rebels, it'd be like, 'please join us', and Nokea are 'we'd like to, but can't. sorry. If you want to come down, be nice, visit and trade, we're cool with that. NO setting up perma shops here though. NO bases.'
So at best, rebels could build up good will at times, use it as a temp safe house on a small or even medium scale, but then they'd have to get going.
I may be wrong on these assessments, if boss sees fit to correct me, please do so.
