There's actually reasons for it.
It starts in kittenhood, as a signal to mothers to clean their back-sides. There's also a large nerve cluster just in front of their tail (I believe it's similar to where the sciatic nerve cluster is on humans), so it's a very sensitive spot on them. This is also why they can go from enjoying to attacking if it's overstimulated. Sadly, it can also be hard for them to reach.
