Here is my design for shield tale Toriel.

Her weapon is a bow and arrow. Though she has to have her bow on her person at all times to keep her magic working, the quiff of arrows doesnt matter.
If you defeat her in the genocide route, then she will melt away and become an Amalgamate (similar to flowey, design can be found here: https://www.furaffinity.net/view/41422475/ )
This also shows how the shield works in Shield tale, It has the same mechanic as Undyne's fight in the classic Undertale game. You block all attacks with your shield and run away. When you run, flowey or any other boss, will say that its good to know when to fall back, put space between you and the enemy, allowing yourself time to gather some strength, as well as determine your enemy's next move.
The accessory that has all the soul colours, is a bandanna around her neck, and her earings and tied belt have no signifficance other than to add some extra colour to her outfit.
