The commissioners asked that a picture of his Sergal possibly in some canon-compliant scene from the Vilous Universe, so he is hanging out in a city in Gold Ring, enjoying some drink!
Of course, regarding sparkly colored flesh such as fluorescent green which can be seen on his paws, it is a strictly non-canon based element for the Eltus race including Sergals. (Regarding Sergals who have gold/yellow eyes, they can be implemented only in the lineage of Rain Silves if you like to go along canon strictly.)
With regard to written words in the Vilous universe, we can see things that look like Japanese or Kanji or English but more broken and hard to read. Overall Planet Tal has a low literacy rate averagely as Eltus people generally have relied on spoken language and gesture if anything when communicating. Due to this background, written words are not a very strictly formalized thing even in a culturally developed area like Gold Ring. People can tolerate it as long as it meets the level "can barely read".
In other words: If you like to give "Vilous-ish" vibes to written words in your fan creation - the more it looks like written words which exist in real but broken and hard to read, the more it would become "Vilous-ish" stuff.
An anatomical structure in jaws and mouth which Sergals have, makes them become harder to suck drink than what Agudners can do.
Due to this, drinking straws for Sergals would provide a quite large tube in order to help to suck, as artwork displays.
Planet Tal is populated by wondrous creatures and strange, exotic, alien flora called Talyxians, they fulfill "normal" sceneries of the natural environment with strange plants which do not have chlorophyll, these are not commonly green, but rather exhibit hues in the purple, red, pink, orange, blue, or monochromatic scale.

Eltus plants have similar biology to common plants on Earth, featuring the presence of chlorophyll and display an appearance that is similar to that of common plants on Earth. Due to this, they are also known as and called "green plants" among Eltus folks. As they are a fairly rare sight, they are recognized as highly valuable, desirable, precious items among Eltus folks. For now, only two places are confirmed as the main habitation of Eltus plants: The protected Eltus plantations within the Gold Ring nation and the Eltus biomes sanctuary on summit areas of the Lyvank Mountains. Cultivated and potted Eltus plants can be seen in various places in cities in Gold Ring.
In this artwork, the wooden boxes by the character, display blue-ish gray hues, they were made of Talyxian wooden materials!
[The bottom poster on the wall] γγθΏ½η₯γ εε θ ζ±γ - "Running of the bugs festival - Welcome to join" - It's a poster of a local festival in Gold Ring, the name origin was inspired by running of the bulls festival in Spain, the Japanese word of γγ (ushi, bull/cow) and γγ (mushi, bug/insect) have very similar spelling and pronunciation. So it's some sort of wordplay / pun.
[The middle poster on the wall] γ―γη΄γγγͺ - "Post No Bills" - So the owner of this area is prohibiting any poster/bill here. But actually it does not seem to be followed!

In America, the phrase "Let's Netflix & chill!" has two meanings: 1) asking someone if they literally want watch Netflix and relax, or 2) a euphemism for "Let's have sex!" And since I personally do not like Netflix, "chilling" (relaxing with a cold drink) is fine with me!
