But that's great, about the t-shirt. I know back in my college years (the early 90s) I somewhere got a catalogue with miscellaneous vintage cartoon stuff --- things like Krazy Kat mugs and stuff --- but I didn't have the disposable income for that sort of thing. Just the occasional book that tried to reprint the whole of Pogo weekday strips and never got past about 1953 in the trying.

I'm not sure. There certainly is Pogo material in the public domain --- the appearances in Animal Comics for example, which https://comicbookplus.com/?cid=1410 has. The comic strip, though, I'm less sure about. I would think that Kelly's estate would be organized enough to file the renewals for the strips published up to 1963 (strips from 1964 onward were automatically granted modern copyright terms in 1992), but grant that's not guaranteed.
