I also like to think this pic takes place sometime after the inflation pics featuring this toad before. After completing the inflation sessions and uploading them, Draco has skyrocketed King Kroak's popularity by a lot, making him among the other popular villains in the world. What King Kroak didn't know that the "commission" wasn't money or value but having to allow the derg and other members of the fan club to be on his belly. Since he's a toad, King Kroak decided to do this in a small lake nobody visits. At first he was uncomfortable, but soon he started enjoying this.
