I'm betting this is involving Gimbal Stabilization. It's something used in the international spacestation to keep the station oriented with out the use of consumables. Basically put, when you spin up a mass of metal fast enough, it doesn't want to change it's axis of rotation, forcing movement 90 degrees from the direction of imput.
There's been some talk and I'm more then sure of application of large gimbals in high performance military aircraft to make them manuver faster then with just simple airfoils. With this in mind, if the control prototcalls, mass ballencing, bearings, motors, any number of things were to go wrong with such a system, it could be catastorphically dangerous for plane and pilot. Any minor variation would be felt quite quickly and would be more then a simple annoyance.
(Pilots are always very quick to yell at mechanics if the trim systems arn't working properly. Imagine an entire flight where you have to pull/push/turn the control constantly, and hold it there the entire flight. It's /not fun./)
