Yes his full name is Victor Paracelsus Rotwang XIII. Mad scientist named from literature, real life, and from the movies. The home brew game is a steampunk setting mad scientist plays like the artificer in DnD. Without the rest of his party members and the drive to stop the bbeg I could see Rotwang becoming a bad guy with good intentions. But his personality is indeed based on Dr. Rotwang from metropolis, Dr Hans Zarkov from Flash Gordon; Thufir Hawat from the Dune series and Dr. Hans Reindhardt from the movie black hole.
