Yeah.
In real life, pro racing cyclists have that kind of geometry that improve their aerodynamics to save watts of power for their legs, tho it can be really uncomfortable (well, sacrifices for speed)
for normal people, they might raise up the stem and lowering the saddle to keep them a little upright but still maintaining the speed = comfort ratio
