In my mind i thought of them as a kind of webbed rubber boots/fins. The character actually has normal feet, these "fins" act like an extentsion for his toes, giving him more area to push water for propulsion, but are still flexible enough to walk around comfortably. Due to the pose the webbing between the toes cannot be seen, but its there in concept.
The boots/fins are part of the suit, its one connected piece which is tailored to the user. There are also webbed gloves which i have shown in another picture alongside with the web between the toes of the boots. The red swimming trunks are just a little bit of modesty from Snow, but they do not belong to the actual suit. I will have another image of him up somewhere next week i think.
They are stiffer than the light blue of the suit, but they are not as rigid as plastic. They need to provide enough resistance to push the water away and need to be flexibel enough to walk around. Of cource they are not as efficient as real fins, its more of a hybridbetween fins and shoes.
