Theme: electrically-fried otter mad scientist. At least, I think it's an otter... ish.

The sole driving basis of this was the burst lines. With just a pen and a ruler and 30 mins, can emphasize the effect real easy like. It's simple, it's nice, it's Iopy, and to think many use complicated photoshop filters for this.
