She use the souls mainly to help re-fuel her magic or even heighten it, and being inside a pearl is like being in one of those large bouncing balls people can get into, just sort of made of glass instead of rubber.

They're trap until she lets them go or someone destroy the pearl, and she can add a new pearl to the string if she needs too.
