Yes, the Chained One will actually be using a sword at some point in the game besides using punches, kicks, and his claws. :)
This is after he was crucified, so that's why he's not wearing shackles anymore. Although we might make him still wear the shackles in the crucifixion in the actual game. The Chained One will always wear just a loincloth however.

One option could be that the Chained One's outfits and equipment in general could change during the game, reflecting his progress similar to how the protagonist of the original Shadow of the Beast games used variety of weapons and how his appearance changed across the series.
For example, he could start in loincloth and chains before getting some rudimentary clothing, armor and weaponry. Then getting crucified fully naked (similar to the historical Romans and the beginning of Conan Exiles) for several days, forcing him to start rebuilding his strength and equipment from the beginning.
The crucifixion scene could also offer potential for character development with the Chained One starting to go through his past deeds and experiences in his mind, dealing with feelings of both the remorse and wrath before eventually gaining the mental strength to tear himself free.
Also, while the protagonist of the Shadow of the Beast games became a human later in the series, the Chained One could remain in his bestial form with the idea that true humanity is about heart and mind, not about the body. 😉

Sounds awesome, but he's still going to be wearing only a loincloth. And he gets crucified sometime midgame. But I'll consider the rest of the ideas. ;)

Having some non-violent interactions with NPCs similar to SOTB2 later in the game and puzzles similar to SOTB3 could also give some variety to game. And if the ball and chain weapon has somewhat smaller ball and longer chain, it could double as a tool for swinging across gaps and pulling objects closer.

One option could be that while the game progresses and the Chained One gets damage, he gradually gets scars and visible wounds as slightly more brutal indication of his progress. Similarly, if he loses his chains and original loincloth during the crucifixion and preceding torture and gets a new, makeshift loincloth after pulling himself free, it could be one symbol of his personal liberation; replacing the loincloth given by his enslavers with loincloth of his own choosing, having no longer chains and bearing the scars of the torture showing that he may be battered but not broken. 😁
Yeah, I can understand that and why he would prefer it that way. One solution could be using scenery to cover the relevant portions of anatomy during the crucifixion and not showing the character from the front after getting free before finding a replacement loincloth.
Of course, it may have been easier to depict nudity in non-sexual context in the mainstream games in the 80's and 90's, when there weren't too many details in the contemporary pixel art. 😉
