Oh, it's an outright parody shout-out to a great film.
In my world, though, "The Valley of the Broken Wind" is a place where there's a rift in the savannah. The Duchy of Serengeti is mostly an open plain, so a spot where the wind doesn't blow constantly is a nice place to live.
