UPDATE: We went to the vet. That swelling on the tail is full of pus. Treatment, syringes, bandages, diapers, food and antibiotics are needed! Every day it is required to carry out procedures that are unpleasant for the cat and give injections. We will be glad to receive any help!

I can't help directly but would like to offer a suggestion for the future: For each pet you have, keep money set aside as an "emergency pot" because unexpected things can and will happen.
I always keep a few hundred set aside for emergencies for each pet. That way when you need an urgent vet visit and treatment/special food/care items, there's no stress because you have no money at hand.
