So what I think happened is a dragon told his friends he wanted to gain a bit of weight, and as a joke, they got him one of those giant sumo Mawashi belts. So, he started gaining weight, and every once in a while would once again don the large piece of clothing to enjoy a particularly large feast. Eventually, he fills the Mawashi. This probably shocks his friends, but he doesn't care. He keeps eating, even to the point of accumulating so much lard he busts the once oversized belt.

This leaves him slightly surprised, and he takes a moment to examine how enormously obese he's become. However, his hunger slowly takes over, so he releases the giant love handle to find something more to eat.

Yeah...That's probably what happened...
