If I'm remembering right I think that was the original backstory for the collar, that Penny meant to use it to humiliate a rival witch only for it to backfire on her. Now it seems like she's going to buy it from a shop, based on what the cover page shows, although it could still be she buys it to use it for revenge.
Penny's school is called Walpurga High? And it's full of teenage girls who have magical powers? One might even go so far as to call them magical girls.
The school's mascot wouldn't happen to be a little white cat-like thing with beady pink eyes and a penchant for Faustian bargains would it?
