if I were to hazard a guess of the picture's context, Terui's probably realizing to her abject horror that someone was watching (which is no doubt where this picture comes from.) and Cathy is puzzled because she can't see the issue with this, since "Dad" spied on them all the time when they still lived with him (for purely scientific reasons, of course.) meanwhile Hellen is cannot believe Cathy's naivety in not being able to see what was wrong with what she just said.
