It's a bird person, the boobs come from the "person" part. In fact, they're probably more person-shaped than bird-shaped if you look at it objectively.

I mean, in my universe they have boobs to feed their young. The females can control the flow of milk from their nipples. They then just put the hatchling up underneath. A little messy? Yes. Eating with a beak is kinda messy in general though.

Counter weight, or fat storage? Geeze when migrating lose a ton of weight in that area from the level of calories they burn in flight

to be fair... overdevelopped wing muscles with extra fat on top is the exact explanation why my avian lady has that kind of boob-like structures in front.
