Actually it's not the lowest title. If'n you look here (https://en.wikipedia.org/wiki/Marquess) from a computer, you can see all the ranks in the right sidebar (dunno where that winds up on the mobile). And of course Sunset is lower by virtue of not having a title.
As to how, she abdicated. After Sunset found her children for her, she took an honor guard, interrupted Day Court, revealed her true form, and abdicated. Celestia's response was to give her the Everfree Forest including the Castle of the Two Sisters, declaring it to be a duchy as she knew Luna missed her home.
