The one in white appears to be based off of Hugo Boss' uniforms in the 30's/40's though with many artistic twists, however the riding pants, jackboots, armband, position of insignia, lapel (both for coat and for undershirt) and tie along with the motif of the iron cross specifically seems to allude to that time period where a certain person's vision of Germany got a little out of control. For the subject in back, the trenchcoats have more of the style of the Warhammer 40k Commissars.

While i did noticed the "Hugo Boss 1940s" inspiration, i asked because it could also have other sources of inspiration, like from some anime, as for iron crosses, they pre date WW2, if it was the "S" simbol turning leftwards instead, then yeah . . . That would definitely "allude to that time period where a certain person's vision of Germany got a little out of control"
The crosses might pre-date WW2 and are still in use today by the Bundeswehr, however, with this particular sort of style, put together in the way it is, complete with the places where the cross is worn on the breast, complete with said pistolbelt and lanyard, jackboots, and riding pants, no, I'd say it's straight up Reich in my opinion. Iron Cross doesn't mean anything on it's own, sure, but no- I wouldn't say it was from anything else really. Couldn't even really say it was taken from an anime, since in the cases where that would be true, it was also lifted from Hugo Boss' summer of '39 collection.
