A Lost Detail
One of the things i often miss in the redesign that Philomela got is how unnatural the original eyes looked.
Tegerio is a master at adding just the smallest amount of details needed to let people know "what is supposed to go there".
But when redesigning her eyes the spherical gear got "lost" because... well... technically the spherical gear is still there it's just that the grooves have been removed on the halves of the eyes that usually stay in front, because that way the eyes looks more natural.
Still... the way those eyes look highly innatural was part of the charm.

Making the eye rotate is mostly scenic as she moves from binocular vision to monocular vision most of the times by doing so if her eyes move more than 12.5° in any direction.
Still you need some eye movement or people will consider you even more fake.
If you add tiny movements to an evidently artificial creature, it will still feel a lot more "human" and that was the purpose of those grooves.

I just thought that putting the grooves on the entire eye made it look a lot cooler. ¯\_(ツ)_/¯

The appearance of eye movement could be simulated, by moving sclera-like housings in front of her actual optics. Yes?
Look at the personality cores from the Portal games: their actual optic lenses rarely changed in light intensity or in focus, but shutter plates manipulated around them made the cores look very expressive.
