Zax: To the outsiders, in America, we have maximum occupancy laws. Other countries do this too but in America, we enforce these laws to the T. Hence it's common for American fire department chiefs to conduct in-person safety inspections of businesses when needed.
Chuong: Then I'm going to guess that American firefighters will be asking the Guinness World Records to not award certificates for most crowded events?
Zax: That seems to be the case after this. We don't mind these events, but we also emphasize that a city can only take in so much people before they close their entrances. Data is a huge thing these days, and we use them to prevent events, like Argentina's infamous Superclásico disasters. Argentina has a history of structural collapse in their stadiums as well as fires due to poor enforcement of maximum occupancy laws. But after the CNG incident that killed their fans, Argentina's government is now enforcing maximum occupancy laws and the world is finally following suit albeit slowly.
Jack: Yeah. We don't want other people trying to beat Leo's upcoming birthday attendance records since Tom's birthday is nuts as it is. Remember, DC's fire department chief got involved and basically told Leo that the capital will be unsafe for his enormous crowd. If one person brings a lighter and misuses it, then the entire city would be an inferno in seconds even if we have our sprinkler systems. It's not worth the risk.

Jack: Yes they are. Their parades get a lot of crowds so they have at least two, if not four, fire engines on standby. American firefighters don't just rush to the scene to put out flames; they also work to prevent fire-related accidents too, especially if massive crowds are involved. IFSTA, the International Fire Service Training Association, is pressuring the world to get their fire departments to enforce maximum occupancy laws. One of the people in IFSTA even suggested that Leo should do travel bans to countries that do not enforce those laws.
