This is a roach puppet. He is an example of roaches crawling all over the house when there's water, or food or drinks available (when someone is lazy at cleaning up after themselves after eating or drinking in the wrong room) and this bug will be exterminated or evicted (the lazy finally works hard cleaning up the room or when the exterminators are called).
