It's from Slayers indeed, episode 17. The joke was to play with the stereotypical picture of a Dragon abducting a woman since it's now a beautiful and sassy gay dragon that tries to kiss beautiful men everytime he attacks a ship. This episode monster was still pretty cute and not destructive as what the other monsters could do.
