In the SCP canon, D-class are all ordinary people. Any D-class personnel that are found to be anomalous, such as SCP-181 (formerly D-87465), get reclassified as an SCP.

As with all things in the SCP foundation, that is handled on a case-by-case basis. In SCP-181's case, they are currently permanently confined to their containment cell; staff only interact SCP-181 to the bare minimum level needed to ensure their continued survival.

If a D-class similar to the one shown in Confinement was discovered, they'd probably be put to use in some way, either as an inexhaustible stream of test subjects, or trained up and thrown into a Mobile Task Force - as with the now-disbanded MTF Omega-7 "Pandora's Box", which was later reformed as MTF Alpha-9 "Last Hope", both notable for having humanoid SCPs among their ranks.
