Cassandra was first hired by Bran Oblesson to be a personal assistant for his partner, Guan Riyin. Not that she especially needed the help, but they both realized it might be of use for her to be underestimated and having a "caregiver" on hand (so to speak) would help sell the image.

So, they created a position for an attendant. What neither Bran nor Guan foresaw was how much of a treasure trove a dilloran like Cassandra could be. Oh, sure, they knew to expect her to ramble on about impossible (and frankly, nonsensical) things that could never have happened. But she also has this tendency to suddenly remember this incredibly useful thing, not that it ever stuck around.

For example, she has gone from inexplicably speaking perfect Owhalu to wishing she knew how.

So this is Cassandra's typical outfit for her service in that capacity. She also sports a collection of wristwatches (one of which is magic), as well as her treasured pocket watch that Guan gave her (inscribed "A pair of hands in thanks for being mine. -Guan").

And yes, that watch is correct. The Geminean day is 20 ("of their") hours long, an hour being 50 ("of their") minutes, and a minute being 90 ("of their") seconds (and their seconds being the same as our's). So, ten divisions rather than twelve.
