With many, many thanks to 
raptorsden, here's my Synth character Xerian brought to life. There is something incredibly awesome about being able to just be a dragon android for a little bit.
The head, tail and gloves were made by Raptor's Den, the head electronics and software were designed by me, and the body is a second-hand set of racing leathers I found cheap on ebay that roughly matched his colour scheme. The boots are RST racing boots, and I'm honestly amazed with how well the whole ensemble fits together - I figured the motorcycle gear would just look silly and out-of-place.
The eyes are made up of two 16x16 LED matrices, driven by an Atmega328P on a little controller made from veroboard. There are two neopixel status lights in the horns, and I've programmed these to pulsate by default and flash when I talk. There's a Noctua fan in the muzzle and the facial expressions can be changed via a control glove in one hand - the thumb has a magnet and the fingers have reed switches. Touching one of the fingertips will trigger an animation with an LED flash on the CPU board for confirmation.

If you mean the partial itself, it's mostly EVA foam with a Worbla frame - go look at raptorsden for details, since they built the thing.
If you mean the electronics, it's two 32x8 MAX7219 LED boards cut in half and bridged together with an Arduino-based microcontroller driving everything. The software's on github. I opted to add the eye electronics myself because I wanted to try a few customisations and they couldn't easily get yellow LED panels. However, if you bought one yourself the stock electronics are fairly similar and run the same basic software.
