For a good graphics program you might try Gimp, it's open source and it's becoming a decent alternative to Photoshop:

I've got the Windows version of GIMP running on my Windows ME box, and it wasn't that hard to install at all. All you have to remember is to install the GTK bit *before* GIMP itself.
