Ghost works as a Tracker for the Commission in the System, at least for most of the story. As an illegally-created android, it gives the Commission an excuse to keep her in operation, even though the mantis sometimes questions their methods. Ghost has a partner called Orchid, who built her aeons ago before moving away from tech work in general. There are no romantic or sexual partnerships in the System, but people typically have only one true work partner at a time, and "partners" still have complex emotional ramifications. Orchid created Ghost to look just like her, in a System in which there's only one person of each species at the most, so the mantises are the only "pair" of the same kind around. Ghost wears a trenchcoat and uses her scarf to fight like a Shaolin monk uses a shroud. There's no petrol in the System because all their dinosaurs are still alive, so Ghost's "cigarettes" are really cartridges that keep her in operation, just like pills and solute do for most Citizens. Her tech allows her to teleport short distances, her cigarette smoke shrouding her like a smoke bomb when she does. Ghost stopped working with Orchid for a brief period while she worked as Jackie's Enforcer, a rebarbative job that changed her perspective on justice in the System for good, before reuniting with her partner again.
Ghost appears for most of the story, being a central character as she is, but the main "Ghost" chapter in Respawn would have to be chapter 25, "The Spirit of the Law":
