The aerosol spray can is a reference to Norway, the Rainbow is a reference to the fact that hes gay, the spray part is a reference to something NSFW that i will not mention here.
His hair is the color of the trans flag!
The spray can concept is also his special talent as hes a street artist and spray painter.
For more background, hes a pony with a draconic ancestor. His grand-grandfather was a dragon and he has some draconic genes in his blood because of it. Hes able to change his appearance slightly to appear more Normal, like in this picture, but naturally he has a blue tounge, not a pink tounge.
