Jeri snoozes. Jeri snoozes a lot. Particularly in the first few weeks and months after the shift. It's not entirely his fault. He's a cat now, and his sleeping habits are more feline than human, not quite sleeping for your typical 6+ hours in one go. Most times he can barely manage 3 or 5. He makes up for it with his numerous cat naps. When he doesn't get them he pretty much passes out into a deep sleep that might hit 8 hrs or more, but leaves him feeling worse at the end.
Nat and Pat do enjoy taking advantage of his naps though. Well, when he doesn't doze off somewhere random. Currently, 'That one time you fell asleep under a table in a club' tops the incident list. It predated the collar tagging, and they only realized after reaching home.
He's gotten better at understanding his sleep cycles.

Indeed. Since in setting these transformations are 'narrative', a lot of the 'expectations' and 'cliches' have found themselves true for a variety of reasons. Soft influences of instincts and also the passive effects of having the basic knowledge included in the forms.
Jeri's habit of dozing off combined with his feline traits of finding random often out of the way places to squeeze into meant he was a PAIN to find. So they put (with his admittedly reluctant agreement) GPS tags in his collar and hat. As for the collar itself, it's more a convenient place to have some form of pockets to keep things like cash, house keys, etc. With the tail, wings and quadrupedal stance, adapting clothing was a pain. His collar and hat both have little pouches in them.
