Another part of that has to be making sure to have said powers saved somewhere so they aren't forgotten as well as laying them out to make sure they aren't too over powered or too pointless lol. With my ocs, alot of there abilitys stems from elemental magic but, in short story or a roleplay for example, whenever I write out an ability stovl is useing im like "how do I describe him doing this without making it seem overpowered, or how to make it believable/logical" . I've had serious writer's block when it comes to these things lol
