Nah. It was not like a flood swallowing everything. For a long time, there was only 1. After it started to multiply is was still random like nomad travelers, appearing and disappearing where ever Naote went. Then their ass was kicked hard, so they disappeared for a while. Only after their reappearance, they formed a coherent force that went through the lands. Blessing everyone. :)
Your sure right he had no idea
The goal was to seed mistrust and hostility between the locals and the colonist. How better way to do that by pay up a mob in the local taverns go up to the lake and do some damage. Steal what is valuable and in the meantime put a few toxic barrels in the lake to kill it off for good. What toxic waste it was no one's concern. It was for free supplied by shady Imperial navy officers just for this raid.
In reality, it was a concentrated mix of steam-boiled souls. You surely remember there are a few antigravity devices that can make objects hover by using those shiny crystals Naote was all so eager to have in this fiction world. The first generation of those antigravity generators simply used steam to force the crystal to vibrate and emit a field. Slowly dissolving it into a deadly soup. (That's why they first integrated this tech into ships, the steam was already available to do its crude work.) In reality, these stones emitted a field and vibrated in agony as they were torn apart by hot boiling steam. You can expect what remained of it after this torment was not a happy thing. While it true that the common soldier and the populus didn't know a thing about this the higher-ups and the scientist were actually aware of what was really going on with this tec. They just didn't care. The 2nd gen devices only came to be because at one point one of the science team members found out that if they could make the stones "sing" in harmony finding it special frequencies they would get the same field without destroying the source, so it was more cost-effective. No one said that song was easy to maintain tough: https://www.furaffinity.net/view/36341234/

Oh and a tasty addendum to https://www.furaffinity.net/view/36341234/
This song was actually audible for a few talented people like our shaman. So what did the scientist and the army did when they found this out? They went out of their way to find "gifted" people and abducted them to force them to fine-tune their new devices. It, not a far fetch statement that one of these not-so-motivated abductees, when had enough decided she would go out with a bang. An earth-shattering one by pushing the "song" to its limits and well cracking all the crystals in the device at once, which lead to the massive antigravity field collapsing on itself and ripping the island apart.

Oh so they playing with devices that have far more reaching effect that they can see. ( Like using asbestos and finding out that stuff is heavily toxic or potentially radioactive in some effect.) Damn, so a new "race" was born and now they going to pay it big time for their greed. Very philosophic, i love that! :D
Ok this will be a great thing to see when it's added to the main map! Always helps to give some perspective to how Naote's influense has spread and grown throughout the world! Maybe something to reference where the individual pieces took place? :)
Read the thing you Jass_Befrold talked about below and it's super interesting! Such deep lore! Does the event you describe reference the wailing sea seen on the main map?

It actually added in. The whole map is drawn a year ago it's just that bit I tend not to parade around till I don't pull myself together to do a proper description. Yep, you're right I planned to do a timelapse political map. It stayed a plan to this very day.
They are not connected. The waling sea is a giant meteor crater that wiped out most life on the planet, except a few. Millions of years ago. This cataclysm tough is an end result of the same mismanagement of the same crystals just on a much grander scale. An almost tearing the planet apart scale.
