Can you give any context to this piece? Are they three separate dragons? The same human/dragon at three different points in life? Is this from a game or movie or something?
I would guess three times of the same person, as there’s a blue sweater around their necks. It makes me confused, as the two full dragons both look old (though the one on the right is much older).

You're right, the idea is that those three dragons are the exact same person. The dragons are based on the Yu-Gi-Oh dragons known as Baby dragon, Hundred dragon and Thousand dragon, which are the same but in different age. In this picture, the human broke a magical hourglass that not only changed the human, but also broke the time and space fabric, making possible for him and several versions of himself live together like a big family.
