Anyone who isn't Shadow can't use the Chaos Stones without unforeseen and unfortunate results. You might be OK, or more likely, you might end up with an anvil instead of your head, or disassembled into subatomic particles and assembled back into a pile of slugs and so on. There's a reason why they're called "CHAOS" Stones. Well Robotnik found a way. He found a method to siphon a small fraction of a Stone's power into a ring which can be worn/used by specially trained and conditioned regime members, both human and Mobian. Whatever the individual excelled at during training, the ring will amplify and turn into a super power. A mentally advanced person or genius can now lift objects with his mind or read thoughts while wearing the ring; a physical combatant will gain super strength and agility; a stealthy person would gain invisibility-at-will and so on and so forth.
Later on though, Rouge managed to find and copy the designs for the device and give it to the Resistance's mechanics and engineers. Soon the playing field might be evened out. Let's hope Sally knows what she's doing.
