It seems several major hubs of civilization were targeted although a number were either spared or more likely were previous casualties. Looks like Europe got flattened, along with much of the Mediterranean countries, South Africa, China, Australia, as well as a chunk of the Russian hinterlands. India, Mesopotamia, and most of Africa was mostly spared in this round of hostilities. I have no idea about the disposition of the other hemisphere, but I'd be surprised if North America survived.
Going of the country names on page 1, as well as the shapes and placement of the continents....I don't think this setting is meant to take place on Earth.
This is probably more like Seras from 'Gears of War' or Strangeral from 'Ace Combat' than anything, Humans live in this world, but that's all it has in common with Earth. It's no more set on Earth than a fantasy setting like Game of Thrones or Lord of The Rings is.

Perhaps, although I'd list it more as an alternate Earth, likely some time in the future (there's no guarantee that the 1974 is AD, after all). That's clearly Africa, the Arabian Peninsula, and India visible with the Black and Caspian Seas above them. There's a heavy concentration of spots over what would be Europe, thus implying a large population, as well as spots in the right area for Australia.
Regardless, the final effect is still as you describe it. A world analogous to, but not the same as ours, to provide something familiar while allowing for the addition of fantastic elements.

But I dunno man, somethings don't seem to line up.
what I assume is India seems to be thicker and curved at a different angle, while Madagascar is completely missing, and there seems to be this weird jagged protrusion, at the top which curves to the left (it could be that peice of Russia near the Bearing Sea, but if so, than it's very off)
....but than again, Jollyjack could have just messed up.

Eh, more like stylistic choices. Who knows? This likely wasn't the first deployment of a morningstar (as the humans were familiar with it), so who knows what areas got chewed up in the recent past.
Regardless, this ultimately is just us overanalyzing what is really just a quick panel showing worldwide devastation. It's not really rude, as I'm sure Jollyjack is pleased it's happening even though he likely thinks we're being silly. After all, it means people are getting invested in the worldsetting, thus saying good things about his artistic and storytelling abilities.
