Well a skin tight fencing uniform would be good, and fit into the whole fem-boy feel with out showing too much "skin" as it were, some padding enhancements around certain areas would be good (shoulder, arms, legs and crotch), and i think i would use whites and reds on your uniform instead of the pinks and blues i usually use for fem-boy characters
Yea, skin tight fencing would be cool. Slowing whatever skin as needed would be find. Maybe you could the the uniform and mostly white with blue highlights for your police force. (There are real life designs as such from the Canadian's I will look up).
Maybe you could also use a cute pink bow tie. Or the famous Pink Mask: http://www.leonpaulusa.com/acatalog.....pee_Mask_.html that's highest world quality :)

If you're going to go for fencing and sword, use the white fox.
