His design hasn't changed much. I basically did without the scarred mouth so he won't resemble some other "joker" so much.
Personality wise, he's still crazy and laughs compulsively. But in spite of that habit, he is a crafty troublemaker and persistant anarchist. His goal is pretty simple: ruin the lives of everyone he meets.
