Vance thought he could get away with stealing the balloon garlands at the party, but little did he know that people were warned he might try and bolt with them.
Getting caught, tied up with the same garland he tried to steal and put under the table as footrest was not quite what he had planned... but lets be honest, the raptor is very much enjoying the situation regardless and he knows that as soon as the party guests are done with popping the balloons still attached to the gardland... he's going to be next.
