He explains how he had to watch greedy kings and lords, rulers or goverments inflict suffering on others, spending lives as it were money. Yet, despite not being able to help those in the mortal world, he tried to help the demons that fell into his circle and help them live as normal a life as possible, although of all the souls he has helped, she is the most deserving of him.

indeed, although in my fur universe, it's based on the nine hells and Mephistopheles rules one of them and most places are fairly nice outside of a couple of places (mainly the first ring of violence and the rings of wrath).
