I mean, it makes more sense from an engineering point of view to house it in the torso. But modern humans usually associate the seat of consciousness with the head, because that's where our own "central processor" is located. So that's where a lot of writers put it. Especially in popular sci-fi like Star Trek (Data and other Soong-type androids, for example).
