A neural sensor rig is intended as a non-invasive method of accessing the virtual network.
Think of it as similar to the EKG leads in design, but placed at various spots on the head.
...unfortunately it's also intended to have skin contact for the leads to adhere to. Placing them on fur is less than ideal, but good luck getting someone to shave various patches of their head just to stick sensor patches on.
So one design to give them at least some stability to to attach them to some form of headgear -- it still won't give as high quality results, but it will keep them from shifting around too much.
Wyatt probably could have just stuck them in a stiff cap of some kind, but he thought this would be more amusing to inflict on Rick.
